Asked by a Seattle City Light (SCL) energy management analyst to evaluate an LED retrofit proposal.
The proposal was one that the Army Corps of Engineers had received from an outside contractor for all exterior lighting at the Ballard Locks. The contractor was requesting Seattle City Light rebates, even though the contractor’s specified fixtures were not included on the city’s qualified products list, as required for lighting retrofit rebates. The contractor stated that the fixture types did not have products included on the list, and thus, a rebate exception was requested.
GOAL: To determine whether the outside contractor’s request for customer rebates was valid, or to identify suitable retrofit product alternatives.
- Took photos and notes regarding the exterior lighting fixture types.
- Reviewed contractor’s specifications for the Ballard Locks exterior lighting project.
- Verified the analysts’ determination that none of the products included in proposal were listed on any qualified products lists, as required for lighting retrofit rebates.
- Researched QPL (qualified product list) and identified numerous suitable product alternatives for each lighting fixture type.
Produced a list of fixture options and submitted it, along with opinion statement to the SCL analyst.
